How to Pass the USCG Rules of the Road Exam: A Study Plan That Works
Learn the rule text, drill by topic, let spaced repetition bring missed questions back, then take timed exams scored against the 90% line. Nav Rules has 1,200 questions, 83 diagrams and the full rule text offline.
Rules of the Road fails more candidates than almost any other module. It is closed book, graded at 90%, and the International and Inland texts differ in ways that are easy to confuse under pressure.
A four-week plan
Week 1: Learn the text. Read the rule text, 52 chapters with International and Inland side by side. Don’t memorise yet. Notice where the two differ.
Week 2: Drill by topic. Use topic filters: lights and shapes, sound and light signals, steering and sailing, restricted visibility. Study the diagrams for lights and shapes. They are 83 original vector diagrams, and you can zoom.
Week 3: Let spaced repetition run. Missed questions stay missed until you’ve answered them correctly and consistently. Don’t skip your review-due questions.
Week 4: Exam mode. Pick a question count and zone, start the timer, and get no feedback until you submit. Your result is scored against 90%, with misses grouped by topic.
Use the readiness dial
The dial estimates your score per zone. The topic heatmap shows weak areas, and per-rule accuracy tells you which rule to go reread.
Common traps
- Learning answer positions. Nav Rules reorders choices wherever wording allows.
- Studying only one zone. Know both International and Inland.
- Skipping the diagrams. Lights and shapes questions are visual.
